All right, I deleted my first post with the partial message because I now have the whole thing! There are some typos and smudges but I think the overall message is pretty clear:

That's my guess. Stranger in a strange land making notes on the differences he sees. The fact that he's comparing our technology to another technology that he is more used to really drives home the point here: Michael is from another realm outside of our own. "LAMINA," as in "LAMINA MONITOR" is obviously reminescent to Laminar, the world of Johnny Delta. But it sounds like he's monitoring Laminar? Is he saying that we are Laminar and we're being monitored, or he's moritoring us from the perspective of a Laminarian?

That could be a simple statement or could be much more of a potential threat (mineral resource exploitation anyone). They mention diamonds and there is a very dark chapter in the acquisition of that mineral, AKA Blood Diamonds. I am very interested in this Cometite stuff.
Has anyone made a list yet of all the tech/science/foreign items yet (did not see one, but wanted to make sure before starting one and reinventing the wheel?

Had to take some liberties with my transcription because I think I screwed up / missed a special character swap part of the way through - numbers below for reference. The weird "PERFORMAKKKNCODED" part is from around 1:19, where it looks like the machine gets jammed up a bit for a string of 3-4 "01111"s.
Also, to make life a little easier, I submitted the translated message as subtitles, assuming the YouTube reviewing dieties approve of it. I keep getting stray characters that indicate I screwed up transcription - in this case, it's possible the message actually says "Charity K. & Rory...", but that doesn't change the substance and import.
